Background of the study

Statement of the problem
Despite the recognized importance of literacy in fostering informed electoral participation, adult literacy programs in Keffi face significant challenges that hinder their effectiveness. A substantial portion of the adult population remains functionally illiterate or possess only basic reading and writing skills, which limits their ability to access, interpret, and engage with political information. Consequently, low voter education levels contribute to poor participation rates during elections.
